D001: ignitability waste
The RCRA characteristic code for ignitability. What the test is, what carries it, and how it is treated.
D001 is the RCRA waste code for ignitable waste. A waste is D001 if it is a liquid with a flash point below 60 C (140 F), a non-liquid capable of causing fire through friction or moisture absorption, an ignitable compressed gas, or an oxidizer.

Any one of these makes the waste D001. The generator carries the duty to determine under 40 CFR 262.11.
- Liquids: flash point below 60 C (140 F) by Pensky-Martens or Setaflash closed cup
- Non-liquids: capable of causing fire through friction, moisture absorption or spontaneous chemical change
- Ignitable compressed gas as defined in 49 CFR 173.115
- Oxidizers as defined in 49 CFR 173.127
Process knowledge can substitute for testing where the inputs and process are documented, but the basis has to be recorded and retained.
Common D001 streams
The streams that most often carry this code:
Solvent based paints, thinners and lacquers
Parts washer and degreaser solvent
Alcohols, ketones and aromatic solvents
Adhesives and resins
Aerosol cans with flammable propellant
Off spec fuel and fuel filters
How D001 waste is treated
Fuels blending is usually the best outcome. Ignitable waste carries BTU value, so it is often worth more as a blended industrial fuel than it costs to destroy. Where the stream is too contaminated, high temperature incineration applies.

Is all ignitability waste automatically hazardous?
Only if it meets the definition at 40 CFR 261.21. The characteristic is a specific test with a specific threshold, not a general description. A stream that sounds ignitabil can still pass.
Can D001 waste be mixed with non-hazardous waste?
Deliberate dilution to escape a characteristic is prohibited under 40 CFR 268.3. If a characteristic waste is mixed with solid waste and the mixture still exhibits the characteristic, the whole mixture is hazardous.
What documentation travels with D001 waste?
A Uniform Hazardous Waste Manifest, a land disposal restriction notification, DOT shipping papers, and a certificate of destruction or treatment from the receiving facility.
