Paint and coating waste disposal
Booth waste, purge solvent and obsolete stock, with real recovery potential in most of it.
Industrial paint waste is usually D001 ignitable from solvent content and frequently carries toxicity codes from pigments. Solvent based paint waste typically has good BTU value, which makes fuels blending the usual route rather than destruction.

Blast media from removing old coatings frequently carries D008 lead and sometimes D007 chromium. It is a distinct stream from booth waste and should be kept separate.
Segregate and the economics change
Purge solvent kept separate from booth sludge is a recovery candidate. Mixed together they are a single high solids stream fit only for destruction. A second drum at the booth is the cheapest waste reduction measure available to most coatings operations.

Abrasive blast media from repainting bridges, tanks and older structures routinely fails the toxicity characteristic for lead. On the Gulf Coast, where marine and structural repainting is constant, D008 blast media is among the highest volume hazardous waste streams there is.
Volume makes the determination worth getting right. A stream that passes is managed at a fraction of the cost of one that fails, and a stream close to the threshold is worth retesting when the substrate changes.
Common questions
Is water based paint waste hazardous?
Frequently not, since the ignitability comes from solvent. It can still fail the toxicity characteristic on pigment metals, so it needs a determination rather than an assumption.
What about empty paint containers?
A container is RCRA empty when all material has been removed by normal means and no more than one inch of residue, or 3 percent by weight, remains. Empty containers can go for metal recycling.
Can paint waste be blended for fuel?
Solvent based paint waste usually has good BTU value and blends well, subject to solids and metals limits at the receiving facility. It is generally the cheapest compliant route for this stream.
