Cement kilns burning hazardous waste fuel operate under 40 CFR Part 63 Subpart EEE emissions standards and Part 266 Subpart H. They reach around 1,400 C with alkaline conditions that neutralize acid gases and incorporate mineral content into the clinker.

A kiln is a long rotating tube fed with limestone and clay. Combustion gases travel counter to the material flow, so organics meet peak temperature with long gas residence time. The limestone feed is alkaline, which scrubs acid gases as they form rather than requiring downstream treatment.
Mineral content ends up in the clinker rather than in an ash stream needing disposal. That is the structural advantage over a dedicated incinerator, and it is why kiln fuel is usually priced below incineration.
What the facility must demonstrate
Kilns burning hazardous waste fuel are heavily regulated:
- Emissions standards under 40 CFR Part 63 Subpart EEE, the Hazardous Waste Combustor rule
- Continuous monitoring of temperature, feed rate and emissions parameters
- Automatic waste feed cutoff when parameters fall outside permitted limits
- Periodic comprehensive performance testing
- A permit covering the specific waste codes accepted
A receiving facility must be permitted for your specific waste codes. That is checked before routing, and it is one reason the treatment path is named on the quote.
Certificates and reporting
Energy recovery produces a certificate documenting receipt and use of the material as fuel. For generators reporting diversion from disposal, that certificate is the evidence behind the number rather than an assertion about intent.
