F037 and F038 are the defining listings and they are not interchangeable on a manifest, so where in the treatment train a sludge is generated matters. Refinery sludge carries recoverable hydrocarbon, and thermal desorption returning product to the unit frequently changes the economics of a large stream.

How is a quote built?
Per stream rather than per site. Volume, container type, contamination, treatment path and distance to the receiving facility all move the number. Recovery is priced alongside disposal where the stream supports it.
